   The reason the us gov and other “people managing” groups (politicians/military/cia/ fbi etc) are resorting to these desperate moves is because of the influential but desperate “money managing” groups (banks) who are basically paying them/selves off….with digital/thin air money.

You can go too far with your intimidation tactics, before the law of diminishing returns sets in & the cost of what you seek (prosecutions) starts to rise.     It sounds like they will get bogged down with info. To go after 634,000 accounts will keep them going for years. Meanwhile, others will be using Twitter, and they will have to go after them also. It is a big growth industry for some security company, no doubt.
